Message but the isp i work with/for employs an available bit rate assignment scheme. meaning, a maximum bandwidth is calculated for and divided by the number of users assigned to a particular atm pipeline, and that minimum bandwidth is always available. however, any excessive bandwidth available due to a client(s) not online at a given time is divided evenly among the other clients using the connection at that given time. this is definately not the case with all isp's, but that is not to say it is not possible in almost all cases.
